William John Powell III

William John Powell III, always known as Billy his entire life, was born in New York City on Staten Island on April 7, 1954. As an infant, his dad, Bill Powell was transferred to Cincinnati with Procter and Gamble. Billy grew up in the Finneytown area until age 12. His parents decided he could be best cared for at Stewart Home School in Frankfort, Kentucky where he lived until 2003. At that time, the quality of care for those with special needs in Ohio improved so much that the family decided a group home placement with ResCare was the best placement for him. He resided quite happily in a group home called Patmoore where he was well cared for until his passing on September 27, 2025.

Billy’s parents Patricia and Bill predeceased him. He is survived by his brother Frank and his wife Barbara and their daughters Emily Lowell and Kelly Mabry as well as his younger brother John and his son Spencer.

Services will be held to honor Billy’s life on Friday, October 10, 2025, at the Arlington Memorial Gardens Lakeside Mausoleum Chapel, 2145 Compton Road, 45231 (follow the red line upon entering the memorial park). Visitation will begin at 11:00 AM. Memorial service at 12:00 PM with inurnment immediately following.
